Each increment of
development will be guided by visions for the future formulated by the community
and consulting professionals, based on a dynamic understanding of the existing
conditions. The initial stages of
development will establish access to the Village Center site from the
surrounding areas and lay out the heart of the Village Center, the Village
Green. The first buildings will be
sited on the Green and in clusters at the intersections of these access roads.
A potential scenario of incremental growth and development is shown in
the following five frames. Frame 1 a) The Village Green
connects Central Park and the I & M Canal. Local access to the site is
provided at Tryon, Willard, Navajo, and Liberty. The integrated network of vegetation and drainage is
initially implemented along these new access streets and the Village Green. b) The existing alignment
for Bluff Road will continue north through the Village Center site to connect
with Navajo Street. c) Main Street is laid
out perpendicular to the midpoint of the Highway 6 frontage. A local access
frontage road is built parallel to Route 6.
At a later stage the alignment and signal for Bluff Road will be shifted
to the intersection of Highway 6
and Main Street. d) Saint Ann’s church
complex forms a center at the heart of the Village Green.
A Children’s Daycare facility is built at the north side of this block.
e) A bank and shopping
arcade building anchor the corners at the intersection of the Main Street and
the Village Green. A Village
Meeting Hall is built on the north edge of Village Green, terminating the view
down Main Street. f) Agricultural use of
the site will continue on unimproved land.
The base of this farming will be at the intersection of the Willard
through road and the road parallel to and immediately North of the Village
Green. g) Smaller residential
development will begin to cluster around the continuation of the Willard Road
alignment. h) Senior Housing is built at the east end of the road parallel to and immediately North of the Village Green.

a) Bluff Road is
realigned to intersect with Main Street at Route 6.
A new Post Office is built. The
existing Post Office site is converted into a street which provides direct
access to the older commercial district. b) A Library at the west
